The Policy Analyst conducts senior-level policy research including: complex analyses of federal and state laws and policies, private and public payer policies and coverage criteria, case studies, structured interviews, and data analysis. The Policy Analyst distills and synthesizes this information into policy reports and implementation tools and presents findings from research to clients through presentations at conferences, on webinars and/or through conference calls. The Policy Analyst also provides technical assistance to local, state and national organizations, delivers presentations and assists in developing new business. Technical assistance may include planning and facilitating group processes (including strategic planning), coaching clients on implementing research-based practices and organizational and system change, assisting with performance measurement and quality improvement and delivering presentations. As with all Center staff, the Policy Analyst maintains excellent relationships with all clients and participates in new business development.
Masters Degree or equivalent experience
Minimum of 5 years of experience in applied research and/or policy analysis
2 years managing complex or high profile programs or projects
Strong skills in research, analysis, writing and presentation
Strong research skills, including research and analysis of state and federal laws, policies, healthcare guidelines, medical and coverage decisions and evidence reports
Clear and effective writing and presentation style, including ability to express ideas, thoughts and concepts clearly and concisely in a non-academic, public-sector setting
Demonstrated ability to translate complex information into digestible and actionable report products.
Non-partisan perspective and approach
Ability to think strategically and creatively, adjusting to changing circumstances, organize time, remain attentive to details and identify resources for projects
Ability to deliver presentations in front of large and diverse audiences
Demonstrated time and project-management skills, including an ability to meet multiple deadlines by maintaining a high level of organization
Proficiency in MS Office applications (Word, PowerPoint, Excel)
Relevant work experience in a Medicaid administration, health policy, or public sector setting
Experience and understanding of managed care, Medicaid, and health reform efforts including the ACA
Experience conducting claims analysis, cost-benefit-analysist, program evaluation, or economic analyses
Experience managing programs including contracting, creating and managing budgets, customer relations and supervising staff
Experience designing, implementing, or evaluating alternative payment models in healthcare
High level quantitative data analysis skills and experience
Experience being accountable to external customers, public officials, and diverse stakeholders
Experience working with a diverse array of clients, including policy makers, practitioners and agency leaders
Background in medical coding practices and national quality measures
Proficiency in citation management software (e.g. EndNote)
